Procedure for application

Citizens' appeals are submitted orally or in writing. Oral and written appeals of citizens are of equal importance.

Citizens' appeals can be submitted individually or collectively.

Citizens' appeals can be in the form of applications, proposals or complaints.

An application is an appeal of citizens requesting assistance in the realization of their rights, freedoms and legitimate interests.

The proposal is an appeal of citizens with recommendations for improving the activities of the state and society.

A complaint is an appeal stating the demand of citizens to restore their violated rights, freedoms and legitimate interests.

Citizens of the Republic of Uzbekistan have the right to apply to government agencies with applications, proposals and complaints.

The exercise of the right of citizens to appeal must not infringe upon the rights, freedoms and legitimate interests of other persons, society and the state.

Citizens and stateless persons of foreign states have the right to apply to state bodies of the Republic of Uzbekistan in accordance with this Law.

Relations in the field of appeals of citizens to self-government bodies shall be regulated in the manner prescribed by this Law.

Appeals of citizens shall not be considered in accordance with this Law, unless otherwise provided by law.
